Seamen's Union

to Foreign Ministry.

I have the honour to inform you that I am in

receipt of the following order from the Ministry of Foreign

Affairs:-

"The Ministry is in receipt of a further communi- cation from the Preparatory Committee of the Chinese Seamen Labour Union, in regard to a report submitted by its Hong Kong branch on the organic nature of the Hong Kong Chinese Seamen's Union, and requesting instructions to the Inspector-General of Foreign Affairs to continue negotiations with the Hong Kong Government to facilitate work. A copy of the communication is enclosed herewith, and you are requested to devise measures for an explanation."

I have therefore the honour to enclose herewith

a copy of the said communication for your reference and

to request that the Hong Kong Government may be requested

to reconsider the case. I have also the honour to request

the favour of a reply.
